A rhetorical question is a question that doesn't need an answer, or answers itself. I think when you look at the individual phrases, you can see how this song is a metaphor, about protesting war. I think this song became popular during the vietnam war because it was a sad time for many people, and this song expressed the feelings of many people at the time. I would consider this song to be a protest song. It doesn't address war and hate directly, but if you consider the meaning of the lyrics (below) you can probably figure out what the song is really about.
